LINCOLN — A bill has hit a legislative committee that would allow judges to overcome mandatory minimums.
The proposal would create sentencing judge as well as two others who review the decision.
If two or more judges say the mandatory minimum is inappropriate, it will not be imposed.
In somewhat the same regard, judges would also be able to implement stiffer penalties if they deem the defendant as a habitual criminal.
